When is Luffy Gear 2 used?

In Ennies Lobby Arc, Luffy first uses Gear 2: Rubber blood vessels against a CP9 member, Blueno. This happens in manga chapters 387 and 388 of episode 272 of volume 40.

Second Gear increases his speed and strength as he increases his body’s nutrients, blood vessel size, and amount of oxygen. The Enies Lobby uses this technique to increase his body’s nutrition, blood vessel size, and oxygen levels. After the time skips, Luffy can no longer rely on his legs to activate Gear 2 but can activate them anywhere in his body now. Initially, this technique activated Luffy’s strength, speed, and agility. While practicing his second gear technique, he seems to be able to keep up with users of Tekkai and Soru’s techniques. Before his training, he was quickly depleted by Gear Second, but after two years of training, this effect seemed to have decreased.

The climax scene is when Luffy announces that he must use his second gear to protect his comrades. Nico Robin (one of the hats) is taken by the CP9 members. Since Fluffy knew their strength, he needed extra strength to defeat the CP9 leader. He decided to use second gear against Bleno and third gear against Rob Lucci from the start.

The moment Luffy sees Blueno in the courtroom, he is in the hole, invisible to Blueno, trying to figure out what is going on. After hearing Blueno resume his attack, Luffy emerges from the hole after being momentarily shocked that his face turned into a door. While Blueno resumes his attack, Luffy ignores Soro’s intervention and dodges the Shigans, and succeeds in holding off Ranciakos. Then Luffy announced that he could not complete the fight in his current state. Explaining that he needs to get stronger so that his friends are protected, he reveals a new technology he invented to enhance his abilities. He calls it “Second Gear”.

Luffy’s speed grows beyond Bluenose’s abilities as he uses his new technique, to the point where he is unable to track his movements at all. After that, he completely destroyed Blueno, who was a very strong opponent at that time, which made this one of the most exciting episodes in the anime series.
